Hello!
In Helsinki you can send a fax eg in Töölö library, Topeliuksenkatu 6, tel. 09-31085025. You can send a fax only in Finland region.
Also in following libraries: Herttoniemi, Itäkeskus, Jakomäki, Kannelmäki, Kontula, Käpylä, Laajasalo, Malmi, Munkkiniemi, Oulunkylä, Puistola, Pukinmäki, Rikhardinkatu, Suutarila, Tapanila, Tapulikaupunki, Töölö, Vallila and Viikki.
If you want send a fax to abroad, you can do that in Tikkurila library (main library in Vantaa), Stockmann department store or Elisa shops.

It seems that the book you need isn't to be found in Helsinki. You may have to make an interlibrary loan to get the book or one of the articles from the book. You may want to check the fees on the page http://www.lib.hel.fi/page.asp?_item_id=2227, or ask the personel on the interlibrary loan office before you fill in the interlibrary loans form at http://www.lib.hel.fi/forms/kaukopalvelupyynto.asp?_lang_id=EN. Copies of articles may turn out to be costly.
The Social Indicators Research Series has in dept articles on subjects that are taken up in a journal called Social Indicators Research. The Library of Statistics has the journal. Their address can be found on http://www.stat.fi/index_en.html

Find out about a name by looking it up in books or atlases on surnames. The name Juola points either to Ostrobothnia or to the far east, to Ruokolahti. Juolan talo, the Juola house, was known in the 16th century in Kalajoki. The name seems to have been Juvala or Juvola at first, which means that the patron of the house was called Johannes(=Juva).
To find out more about a name you should go to the Genealogical Society of Finland's website. The adress is www.genealogia.fi. Find the articles under the heading Personal Names. Then give the HisKi -church records database a try. Here's a way to go:
1)click on search program
2)choose All
3)choose Christened
4)write the name where the Father's last name is asked for
5)click on Submit

The parish records are the main information sources for genealogists in Finland. Our church legislation resticts however the free use of information concerning events from the 20th century, so
it can be difficult to find information about a person who was born so recently as your mother must have been.
You will probably anyway find something of interest on the HisKi- Church Records database on the Genealogical Society's webbsite, if your search concerns ancestors born more than a hundred years ago. The adress is http://www.genealogia.fi/index.php?lang=en

The Helsinki City Library has created, in cooperation with the International Cultural Centre Caisa, the information service called "The Infopankki" or "The Info Bank". The website is http://www.caisa.hel.fi/ .
The pages of Info Bank contain important basic information for immigrants on the functioning of society and opportunities in Finland. The links take you to information on the services of authorities and organisations.
