In an ideal world this would be a fine possibility, but in the real world it is just the publisher, who can decide to offer an e-book version to the general market or just the libraries. The copyright legislation does not allow the libraries to purchase rights to e-books as it allows buying and lending out the printed material.
In Finland the publishers do not necessarily want the lbrary system to provide free access to e-books, which can be sold directly to consumers. That is why the selection to libraries is not the same as to individual consumers.
In the end it is the question of money. The publishers sell e-book rights to libraries, if they are willing and able to pay high enough prices. The market of e-books in Finland has not grown…
If you mean the Finnish word pulla (‘bun, coffeebread’), I think it can be pronounced as ‘bulla’ only if you have a flu or rarely in some Finnish dialects. According to Kielitoimiston sanakirja, the Finnish word bulla means also ‘papal bull’ - https://en.wikipedia.org/wiki/Papal_bull.
You can find all the tools and other objects provided by the Helmet libraries using the Helmet search https://haku.helmet.fi/iii/encore/?lang=eng . The problem for you here might be that all library materials, objects included, are catalogued in the Helmet database in Finnish. If you use the Helmet search for finding objects, choose Advanced search, type * (i.e. one asterisk, meaning "all") in the search field, and choose "Object" from the dropdown menu for Format. This is the search result you will get: https://haku.helmet.fi/iii/encore/search/C__S%28*%29%20f%3Aq__Orightresult__U?lang=eng&suite=cobalt . In this list there are all the objects for borrowing from Helmet libraries.

If you look at the information under COPIES ON ORDER, there is the line " 1 copy ordered for Myyrmäki aik on 01-10-2018." The book has been ordered already in October 2018, but for some reason - usually unknown to the library - the seller has not been able to provide us with a copy. Unfortunately this is not a rare situation, many items are late, out of print or totally cancelled. Let's hope this one is another case. You can see the situation by following this "Copies on order" information line.

I suggest you visit a public library in Helsinki and search in HS Aikakone https://www.hs.fi/aikakone/.
HS Aikakone contains articles published in Helsingin Sanomat newspaper from years 1904-1997. Unfortunately the user interface is only in Finnish but I am sure you can get some help from the library staff. HS Aikakone can only be used in the library premises unless you have an own subscription of HS Digi.

You can borrow skates in some libraries in Helsinki and Espoo. You find those libraries if you make in Helmet a search by the word luistimet and the refine the search result by format object.
In Helsinki there are skates in Pukinmäki, Herttoniemi, Jakomäki, Tapulikaupunki and Vuosaari Libraries. It is not possible to reserve the skates, so You can check the availability in Helmet.

In Finland municipalities are not obligated to have school libraries. Most schools have a library although they may be outdated and have a rather modest collection. Many schools cooperate with the public library. Some municipalities have their own information literacy curriculum which schools and libraries have compiled together. Accordingly to the National Core Curriculum for Basic Education organizations like museums, sport facilities, art centra, public libraries are seen as learning environments.

Your question is so specific that i would suggest you ask in your school library or your teachers for help. In public libraries i found searching with putkiremontti this book Home plumbing manual / Andy Blackwell, 2012, with putket several guidebooks about standars by Suomen standardoimisliitto SFS ry: Teollisuuseristys = Industrial insulations. Suomen standardisoimisliitto SFS ry | 2016; Viemäreiden sisäpuoliset saneerausmenetelmät = Renovation of drains and sewers with no-dig methods / [julkaisija:] Suomen standardisoimisyhdistys SFS2014; Teollisuusputkistot = Industrial piping : materiaalit, valmistus ja tarkastus = materials, manufacturing and inspection / käsikirjan sisällöstä vastaava toimialayhteisö: METSTA Metalliteollisuuden…
Unfortunately there are no workstations with AutoCAD available in Helmet libraries. The new central library Oodi will provide some 3D modelling software when their makerspace facilities open, but apparently AutoCAD will no be included. More information on Oodi can be found on their website at https://www.oodihelsinki.fi/
However, Aalto Fablab, at Aalto University in Otaniemi, Espoo, provides CAD workstations with AutoDesk Fusion 360 and other software. Aalto Fablab is mostly used by Aalto University students and staff, but they have open access days every now and then. You can contact them by sending e-mail to fablab[at]aalto.fi
Your question came to Finland, https://www.visitfinland.com/ . Unfortunately, we have no access to addresses in York, other than searching in the Internet. I found Ukphonebook.com, it's possible to search for a person there, https://www.ukphonebook.com/find_a_person . To make a search, you have to buy credits. You could try using Google, surprisingly often addresses can be found that way. Facebook is a place where you can easily find old friends also from abroad.
Royal mail seems not to have an address database, https://www.royalmail.com/ . You could also try contacting the City council, https://www.york.gov.uk/ . Contact information here, https://www.york.gov.uk/homepage/16/contact_us or a local library in York, for instance Acomb…
This is of course a question where the method of defining who is significant can vary. There are a lot of book and authors, but i start here with a few and hope that my colleagues will continue the list.
The first name that comes in mind is Minna Canth who lived 1844-1897 and was a very significant female writer and a champion of equal rights, https://kansallisbiografia.fi/english/person/2816The translations of her work can be hard to find, but here are three that I found in one of our former answers: Sanoi Minna Canth - Pioneer Reformer, Extracts from Minna Canth's Works and letters.
