I am frequently in Helsinki.
Can I obtain a library card although I live in America? I can use
my cousin's address in Helsinki.

You can get a temporary library card as long as you stay in Finland. Take your passport with you. You'll get more information at http://www.lib.hel.fi/virkku/english/. Welcome to Helsinki City Library!
