In an ideal world this would be a fine possibility, but in the real world it is just the publisher, who can decide to offer an e-book version to the general market or just the libraries. The copyright legislation does not allow the libraries to purchase rights to e-books as it allows buying and lending out the printed material.
In Finland the publishers do not necessarily want the lbrary system to provide free access to e-books, which can be sold directly to consumers. That is why the selection to libraries is not the same as to individual consumers.
In the end it is the question of money. The publishers sell e-book rights to libraries, if they are willing and able to pay high enough prices. The market of e-books in Finland has not grown…

Hi! Basically yes, but it depends so much on the exact titles you have to offer. If the library (system) already has enough of that title, the answer is always "thanks but no thank you!". Especially when we are dealing with books in other languages than Finnish most of the smaller libraries are probably not willing to be active at all. Are you asking about the classification systems in the libraries? If not, your answer is not possible to answer in any way. Even if we talk just about library classification systems, 100 years ahead is too much to predict anything. But if there are still organized collections of documents in 2118, some kind of classification is most likely still needed. Services for teens differs between Public libraries in Finland.
In the Public Libraries Act (1492/2016) it says, that public libraries are tasked with:
1) providing access to materials, information and cultural contents;
2) maintaining versatile and up-to-date collections;
3) promoting reading and literature;
