Finland is recognized internationally as a forerunner in the library field. Finland is one of the few countries in the world which have strategic documents outlining library development. Finland is also internationally known for a comprehensive library network, high user and lending rates and use of ICT in libraries. The vast majority of Finns are regular library users. 

Library and information services promote equal access to education and culture; reading and art appreciation; constant development of knowledge; skills and citizenship skills; internationalizations; and lifelong learning. Libraries also contribute to the development of virtual and interactive web services and their educational and cultural content.

Libraries have become learning environments for people of all ages. They provide comprehensive information services and electronic materials. Libraries are an essential element in the development of information society, as they promote virtual and interactive web-based and other services.
